A bachelor of science degree in building construction marked the beginning of Frank Morris’s 40 plus years in the construction and code industry. Now president of Tri-State Consultants, Morris has been a Qualifying Party in six states and has 35 construction/code certifications, including Certified Building Official (CBO), Code Enforcement and Administration Professional (CEAP), Master Code Professional (MCP), and Master Code Enforcement Professional (MCEP).
